Summary
Some failures of the League Of Nations were that the USA did not join, and that Germany joined in 1926 but pulled out in 1923. Japan owned the South Manchurian railway, and the military opened in 1931 claiming Manchuria. However, in 1932, the league decides that Japan has to leave. So, Japan leaves and proceeds to invade China in 1933. Nevertheless, the league agrees that this conflict has no effect on them so they decide to ignore the situation. Two very important men notice this; Hitler and Mussolini. Mussolini uses this idea, and wants to expand his own empire. There is a staged incident where italians are killed and they blame it on the Ethiopians, and Ethiopia appealed to the league. The league does now however respond to this, and Italy decides to invade. The economic sanctions are threatened by the league, and a lot of countries were involved in economic sanctions so it wouldn't bother them. The Hoare-Laval plan gives most of Ethiopia to Italy if fighting was stopped, and the plan undermines the league.
